What are the Google Ads character limits?

Do Chinese, Japanese and Korean characters count double?

Yes. Google counts each character in a double-width language as 2 characters, and this counter does the same.

How many headlines should I write?

Google lets you add up to 15. Writing more distinct headlines gives Google more combinations to test. Make them genuinely different: the service, a benefit, a proof point, an offer and a call to action.

Is the preview exactly what Google will show?

No. Google mixes headlines and descriptions automatically for each search and may show up to 3 headlines. The preview shows one likely combination so you can check it reads well.
