Short answer: Google Ads shows your ad to people who are already searching for what you sell. Meta Ads (Facebook and Instagram) shows your ad to people who aren’t searching yet but match the audience you choose. If customers already search for your service, start with Google. If they need to discover you first, start with Meta. Most growing businesses end up using both.
We get this question almost every week from businesses in Pakistan and the Gulf. The honest answer isn’t “Google is better” or “Facebook is cheaper”. It depends on how your customers buy. Here is a simple way to decide.
The core difference: intent vs discovery
Think of Google Search ads as a shop sign on a busy road where people are already looking for you. Someone types “AC repair Rawalpindi” or “accounting software UAE”, and your ad appears at the moment they want to buy.
Think of Meta ads as a flyer handed to the right people. Nobody searched for your new café or clothing brand, but Meta can show it to people in your area whose interests and behaviour suggest they’ll care.
How each platform decides who wins
Both platforms run an auction every time an ad can be shown, and neither one simply rewards the biggest budget.
- Google ranks ads by Ad Rank, which combines your bid with the quality of your ad at that moment: things like expected click-through rate, how relevant the ad is to the search, and your landing page experience. (Google Ads Help)
- Meta picks the ad with the highest total value, which combines your bid, Meta’s estimate of how likely the person is to take the action you want, and ad quality based on how people respond to it. (Meta Business Help Center)
What this means for you: a small business with a relevant ad and a good landing page can beat a bigger competitor that bids more but runs a weak ad. Quality is your cheapest advantage.

How to split a small budget
There is no universal number, but these rules keep a small budget from disappearing:
- One platform, one offer, one audience first. Spread thin across five campaigns and none of them gets enough data to improve.
- Run the test for four to six weeks. Both platforms need time and conversions to learn.
- Measure cost per lead or sale, not cost per click. A cheap click that never buys is expensive.
- When one channel works, add the other. A common pattern is Meta for awareness and retargeting, plus Google Search for people who are ready to buy.
- Keep about a fifth of the budget for testing new ads, audiences or keywords once something is working.
Set up tracking before you spend
Without tracking, you are guessing. Before launching:
- Install Google Analytics 4 and mark your real goals (form submissions, calls, WhatsApp clicks) as key events.
- Connect conversions to Google Ads, and install the Meta Pixel (and the Conversions API if you can) for Meta.

- Ask every new customer how they found you. It is simple and catches what tracking misses.
Mistakes that waste ad budgets
- Boosting posts instead of running proper campaigns. “Boost” is quick, but Ads Manager gives you far better control over goals and audiences.
- Broad keywords on Google with no negative keywords, so you pay for irrelevant searches (for example “jobs” or “free”).
- Sending ad traffic to the home page instead of a page about the exact offer.
- Changing everything every two days before the platform has enough data.
- No one owning the follow-up. Leads from ads go cold fast. Reply within minutes, not days.
